He has navigated the public, private, academic, and international sectors. He has worked as a specialist in intellectual property, innovation, the creative economy, and artificial intelligence for the World Bank, the Inter-American Development Bank (IDB), and the Development Bank of Latin America (CAF). He is also a professor at the World Intellectual Property Organization (WIPO) Academy and its Master's program. He is the founder of the CAIINNO think tank and an international advisor on intellectual property and innovation.

He holds a Master of Laws (LL.M.) in Intellectual Property Law from The George Washington University, which ranks among the top IP Master's programs globally. For this, he was honored with the prestigious Fulbright Scholarship. He earned his Doctorate in Government and Political Science from the Benemérita Universidad Autónoma de Puebla, where he also completed his Bachelor of Laws and Master of Economic Law, graduating with Cum Laude distinction. His doctoral thesis focused on the knowledge economy. He also holds a diploma in Artificial Intelligence and Intellectual Property from the Centre for International Intellectual Property Studies (CEIPI) at the University of Strasbourg.

For the World Bank, he supported the design of a creative economy policy strategy for various countries. He also led the analysis of the implications of artificial intelligence for intellectual property in the application of a Bank tool.

At the IDB, he was responsible for projects and research aimed at improving development in Latin America and the Caribbean, including the book on intellectual property rights and public policies for the creative economy.

He has published numerous documents and articles in sources like Oxford Academic and the WIPO Magazine. He also served as a reviewer for UNCTAD reports.

Through CAIINNO, he has generated documents that served as references for Mexican federal and local governments for public policies and as a source for legal reforms, particularly concerning science, technology, innovation, women inventors, and innovation skills, among other areas. His work has been considered by the Mexican federal government and local governments in their state development plans. Additionally, through CAIINNO, he has successfully managed the presentation of legislative reform initiatives.

He is a sports enthusiast, especially of karate. He has participated in two Pan American championships and two World championships, achieving his highest accomplishment as a second-place finish at the 2009 World Championship in China.

Holds a Bachelor's degree in Political Science from Tecnológico de Monterrey, Monterrey Campus, and a Master's in Political Analysis and Media from the same institution. He earned his Ph.D. in Political Science from the University of California, Santa Barbara, as a Fulbright scholar.

Professionally, he has focused on data exploration and the development of web applications with social impact. His research has focused on how media information affects levels of political information and sophistication in modern democracies, as well as the construction of legislative trajectories in Mexico.

Ph.D. in Social Sciences from the Instituto Tecnológico y de Estudios Superiores de Monterrey, with an emphasis on cultural and historical studies and their impact on Mexico's educational policies. She has worked on diverse topics related to African American literature, discourse and content analysis, historical visual representation in Latin America (18th-19th centuries), social minorities, cultural production, and national identity.

She has completed research stays at prestigious international universities such as the University of California, Santa Barbara, the University of Edinburgh, Scotland, the National Autonomous University of Mexico, and the University of the Basque Country.

Master of Laws (LL.M.) from Columbia University in New York City and Law Degree from UNAM. Former Fulbright-García Robles scholar. Currently an Adjunct Professor at UNAM's Law School and Legal Consultant in Electoral Matters.

He has served as Project Coordinator at the United Nations Development Programme (UNDP), as well as in various positions at the Electoral Court of the Federal Judiciary (TEPJF), including as Auxiliary Secretary and advisor in the General Coordination of Presidential Advisors. He has collaborated with institutions such as the International Center for Transitional Justice (ICTJ) and served as Advisor to the Sixth Committee of Mexico's Permanent Mission to the United Nations.

Economist from the Universidad Autónoma del Estado de Hidalgo with an emphasis on Technological and Industrial Development. Currently working as Head of Economic Research for the Center for Analysis of Research in Innovation. Certified in Data Science by the International Data Science Institute with several courses on machine learning, predictive models, and public health.

In this field, he has collaborated on research about intellectual property, creative economy, civic education, and impacts of innovation in Mexico. He has participated in projects such as monitoring effective fare implementation in public transportation, models to predict risk levels in sectors like health and finance, as well as reporting the daily progress of coronavirus in the country. He also has courses and speaking engagements on topics like digital health, urban mobility, software development, and entrepreneurship.
